EFFINGHAM COUNTY, GA — As plans for Project Camellia move forward in Effingham County, new information from the Effingham County Industrial Development Authority is providing residents with a clearer picture of how the project intends to manage one of the community’s most important natural resources: water.
According to information released by the Effingham County Industrial Development Authority, Project Camellia is being designed around responsible water sourcing, efficient use and water reuse, with the goal of keeping ongoing water consumption low.
For a community experiencing continued residential and economic growth, the project’s proposed approach provides an important distinction from data centers that rely heavily on continuously replenished water for cooling.
Closed-Loop Cooling Designed to Reuse Water
A major component of Project Camellia’s water strategy is its planned closed-loop cooling system.
Rather than using evaporative cooling, which continually consumes and requires replacement water, Project Camellia’s system is designed to be filled initially and then continuously recirculate that same water.
The Industrial Development Authority compares the process to a vehicle radiator. Water will circulate through sealed pipes, absorb heat generated by computing equipment, move through equipment that transfers that heat to the outside air, and then return to the system to be used again. Because the water is recirculated instead of routinely evaporated or discharged, the system is not expected to require a continuous supply of new cooling water.
After the initial fill, only limited top-offs for maintenance are anticipated. The amount of water required for the initial fill will be determined once the site’s final design is completed.
Protecting the Floridan Aquifer
Perhaps one of the most significant aspects of the plan for Effingham County residents is where Project Camellia’s water will—and will not—come from.
According to the project information, Project Camellia will use surface water supplied under an agreement with Effingham County. It will not use groundwater wells and will not draw water from the Floridan aquifer.
That distinction is important because groundwater resources are a significant concern throughout coastal Georgia. By utilizing treated surface water rather than relying on local groundwater wells, the project is being structured to help protect underground water resources.
The project materials specifically contrast this approach with some data centers elsewhere that rely on groundwater wells, which can increase demand on local aquifers and potentially affect residential wells.
Everyday Water Use Expected to Be Similar to Other Workplaces
Once the cooling system is operational, the project’s primary ongoing water consumption is expected to come from ordinary workplace needs—including sinks, restrooms, kitchens, cleaning and sanitation.
According to the Industrial Development Authority, those needs are expected to be comparable on a per-person basis to other workplaces with a similar workforce.
Water removed during commissioning, maintenance or an infrequent system flush will also be collected and managed according to applicable water-quality requirements, permits and local disposal regulations.
Safeguards for Community Water Needs
Project Camellia’s water strategy also includes formal safeguards.
The final water and sewer agreement between the project and Effingham County is expected to establish quantities, conditions and safeguards intended to ensure the development does not adversely affect the community’s water needs.
That type of oversight will be important as the project moves from planning and construction into actual operation.
Transparency Will Allow Residents to See Actual Usage
Another important commitment outlined in the project information is public accountability.
OpenAI plans to publish actual water-use data once the campus begins operating. This will give Effingham County residents an opportunity to compare the facility’s real-world water consumption with current estimates.
Water usage and compliance with the project’s commitments are also expected to be included in an annual independent public audit.
That transparency can provide the community with something particularly valuable: measurable information about how the project is performing rather than relying solely on projections.
